Dr. Robert H. Tippetts started Prototyping Management Corporation (PMC), a Utah S-corporation, in 1994 after 24 years as a consultant and founder of Shipley Associates (acquired by Franklin-Covey).

He started PMC because many organizations use only numerical or statistical models that are computer software based as their means of providing data for management decision making. However comfortable such models are from the standpoint of the scientific method and mathematical research disciplines, they process only about 10% of the available data for decision making in the marketplace. PMC suggests that companies should include in their decision toolkit an explanatory data model that gives precision and value to the far more abundant explanatory data - the 90% of available knowledge.
